Is this something like the SAGE hand strength rating system? If so, you need to add a certain amount for a paired hand and also increase the weight of the high card.

For example, A = 15 in sage, so AA = (15 x 2) + 15 + 22 (since it is a pair). If you don't make modifications like this, you wind up with ridiculous conclusions, like AT (14 + 10) = KJ (13 + 11) or AK (14 + 13) > KK (13 + 13).
