No, given description villain will be raising one pair for value almost never. He is going to have a set, sometimes a straight draw, and very occasionally complete air like 33 or something. I would call if there was a flush draw out, but given the dryness of the board he has us beat too often to continue most of the time imo. Especially given OPs read says he has not been out of line and this is a multiway pot - people are much more likely to play straightforwards in multiway pots.
