Why put all his money into Euro bonds then? If he thinks the $ is going to tank, this might not be the most +VE way to do it at the moment.
A managed international moneymarket fund, Euro savings account, and some solid dividend-paying international equities might be a better spread, along with some gold.
I have some Euro gilts and such, but not sure where you can find unhedged EU funds for US investors.
