The time to play stuff OOP are against opponents alluded to in TheRempel's post. Namely, you want to be able to get some suckers with position on you that are willing to pay you a lot of money when they can't figure out (or don't care) that you have them very beat while they are willing to pour money into the pot (and take away their positional advantage). What you'd like are set over set, set over TTP, or bigger straight or flush over smaller.
