Villian is making tiny 1k bets in to 14k and 16k pots. He may think he has a monster (like QQ) or is making tiny little blocking bets hoping to get to showdown cheaply or cheap cards to his draw. I would raise the flop and make it 8 or 9k to go. That would put you on track to get all-in by the river by making moderate turn and river bets. Raise more to get all-in on the turn.
Slowplaying a monster in a freeroll is going to be a mistake most of the time.
