looks like it could be a frustrated push from a counterfeited 22/55. Quads is a definite possibility I would overbet quads here every time and would never do it with less than JJ or as a complete bluff. It's not an easy decision but I don't think I can fold this without some sort of read.
IMO betting out on river is 10 times better than c/r or c/c
