Default Winning Low Limit Hold\'em - Lee Jones starting hand question

I'm refering to the third edition, page 53.

"Summary Middle position
You're the first in
Raise: The higher range of hands you were going to play anyway
Fold: everything else - don't call"

I'm just a little unclear on exactly what he means. I think the phrase "higher range" is throwing me off. Does his advice mean that any hand you were going to play in early position whether it's a call or raise, should be a hand that you raise with from middle position if you are first in? Or does higher range refer to specific hands from that group? I think that he means that any playable early position hand should be a raising hand in middle position based on the fact that if you can play it in early position you can play it in middle or late position.

I'm just a little unsure and want to fully grasp the concept clearly. Any help you can give is appreciated.
