Yes. And I am speaking from experience. I had Neteller set up as an American when I lived in the US. I moved to Mexico and changed the Neteller address to Mexico and it works. They did require me to scan something that showed my Mexico address such as a utility bill.
But I would recommend not using Neteller at all. It is easier to just do it directly.
For example you can deposit directly into Party with a Mexican debit card (anyone can get this regardless of citizenship). You can cash out directly into that bank account. It takes 3 days max, usually 2.
