It seems like it should be a fold, but you are effectively getting 11:2 on a calldown, and you probably have to outs to improve on the river, so it's close if your read is shaky.

I wouldn't bet/fold the river, though - it would be a disaster if this guy raises because he is too dumb to realize that his 9T is counterfitted when the 4 pairs, and it's also worth quite a bit to see his hand here and see what he will raise the turn with.
