Next time, punch Cranky Smoker Guy in the throat when he lights up, and while he lays there gasping for breath you can loom over him and ask him if he still wants to chain smoke now that he knows what it feels like to you when he does so.
Make a deal with him that you agree to his smoking as long as he agrees to a throat punch each time to maintain the balance...
