I like the raise pf, this is the level where you have to open up and get really aggro. Personally I like to raise 2.5x as it gives me a little more fold incentive if there is a ton of action behind, in which case the 9's are likely no good, but 3x is fine. I'd likely either shove the flop or check raise all in, either way I'm not getting away from this here, his range is too wide to fold.
