I think small amounts of money are a very weak incentive. If you want to alter behavior go right to the source. If you're a regular, known as a regular tipper, and have a good reputation, the ones who can be helped might have a good chance of listening. But ultimately, people with bad behavior issues aren't changing the type of person they are for something like $0.05/hr when they can easily assume you're just some person who decided to hold a grudge or play favorites.
