Even though he is a loose cannon, you don't have to turn into one yourself playing K7s to a reraise.

Your typical TAG game should readily beat him. You can consider calling with stronger implied hands such as 67s. If anything, his style is getting you to play into his hands by trying to take a stand with K7s. (I should listen to my own advice here.)
