The question is, why bet the pot on the river when it looks like your hand is very weak. You could easily have some sort of draw on the turn, but the river bricked on both flushes and all possible straights you might have.
If I had a set in his spot, I would probably bet about half the pot hoping youd call with your JJ or some small piece of the board.
I might make a hero call here hoping to see something like KQ/99. The river just really seems like a bluff to me, but maybe he intended it to look like that.

I think its very unlikely he has nothing. Here is what would have to occur for him to have zero here:
1. He would have to randomly decide to reraise preflop out of position into someone who raised in relatively early position.
2. Despite already showing himself to be an aggressive player by making this raise with air, he would now check the flop with nothing when an ace flops??
It makes almost zero sense for the opponent to have nothing here.
