I'm pretty sure most states have a limit on expense, so caviar and champagne is probably out.
With budget:
Super hot buffalo wings (mix of bone-in and boneless)
Shrimp Fajitas
Beer
If no low budget, then I'm going with the "Big Night Out" from The Melting Pot. It's a three course fondue meal involving cheese course, salad, entree, chocolate course.

I'm sure there is better fondue out there, but dipping lobster tails into batter and then hot oil, then into butter and various sauces is pretty amazing.
