I remember this too but I think it's fairly bad general advice and only for specific situations. i.e. the likely turn bettor is to our right. In this hand he's UTG and hero is button.

You simply must bet this flop. Here we want to bet to get out any hand that is going to pick up a draw on the turn but would fold now. Giving a free card may allow hopeless hands to realize their equity...or if we bet and get called by A6o that's still a better result than checking.
