First I'm confused as to how many players. becasue the pot is $1 on the Flop, I assume two players.

IF you are SB and first to act, raise always or Fold.

Preflop: Raise to $2 -$2.50 since you will be out of position.

Flop: cbet $4, if he goes over the top; you can fold since he is pretty passive and doesn't rr much, unless he has a hand.

Turn: villain calls the flop. ck and re-evaluate the turn. Since he is passive, if he leads you can assume he might have flopped the str8. If he cks, he may be chasing the flush.
