The only answer is 1. Dealer just deals normally. Normally should mean a short pause and a turn. Not a 5 second pause. There may be some players that aren't so good in reading boards and may not realize they are drawing dead on the flop so why antagonize them with a quicker than normal turn and river? Also, the guy who hit his quads deserves that 2 or 3 seconds to enjoy his victory.
