Seriously, what's up with this? Preflop, it seems to mean anything. Some people will do it with K/10, and some will do it with AA (seemingly because they've been taught to 3-bet aces preflop).
On the flop, I get minraised very often. Sometimes this just means "Hey, I am testing you!" But other times, it is a real sign of strength... Do these people just not know how to bet?
For example (I have a very agressive table image, so I feel like the person here was trying to tell me "i'm sick of your cont bets, I am going to raise to indicate strength but minraise because i don't actually have anything")
