I think it is the dealer's option between 1 and 2 since it doesn't make a difference in the outcome. 1 is probably the default because I think a dealer probably gets into a natural rhythm of doing a repetitive job and disrupting that rhythm by insisting the dealer go faster could lead to mistakes down the line, so even if you prefer 2.
