Noon is $200 everyday, 7pm is $330 mon-thurs, $540 fri-sun. All have the same structure, 4500 starting, 40min levels, but a few of the usual levels 'missing.'

(..and if you think this structure is too fast, realize that the tourists (IE dead money) still complain that it takes too long)

The 11pm is $120 every day, 2500 chips, 30min levels, and w/ a few added levels (100/200 and 300/600/75 at least). This all started the 3rd; after the wsop, the rebuys will still be gone, but the buyins will drop down some, and the old saturday 3:30pm $330 w/ the deep structure will return.

They're also running single table satelites for the 7pm all day everyday that pay two seats.

I have no idea what you're talking about; everywhere I've heard of, dealers sign a "down card" in tournaments so that they can receive an appropriate share of the tip pool. It's no different at Caesars. Maybe you had a dealer who signed his after sitting down, rather than while the previous dealer finished the last hand? While that's certainly poor form, it's not commonplace.
