From what I've read/seen this is standard in USA. People having either multiple beers, a drink, a glass of wine or even partying and then driving. I don't think I know anyone that drives after having more than one or two "light (whatever)" beers (50 cl < 3% alchol level) here in Sweden.
I don't know how harsh the DUI laws are in USA but whatever it is it's probably too soft.
