Actually I think the reason is there is no reason to make the investment because bringing traffic is not a concern for the B. Also as many have projected, by 2009 the B will likely be pushed aside as the primary room, replaced by whatever Baldwin and Kerkorian have in store for City Center.
Keep in mind the Borgata has had an video list for years now, and there has been evidence of corruption there as well. A video list doesn't stop favoritism, in some ways it makes it easier to conceal.
