One difference (if you're looking to set NTFS permissions for different users) is that "simple file sharing" might be turned on by default...to undo this, go to Control Panel-->Folder Options-->View and uncheck that option. Other than this, Win2k and XPPro should have basically the same ways of customizing users...is there something in particular that seems to be missing?
