We have just spoken to Mansion and as far as the affiliate department is concerned there is no date change and the switch is still scheduled for 30th June.
This suggests that either they are out of the loop, or the affiliate email you got is incorrect...perhaps trying to pressure you in to signing up now...can you check the source?
Regardless, it is still advisable for anyone to sign up ASAP anyhow since there are no immediate deposit requirements to be eligible for rakeback once the new scheme starts. And also if the email you got did turn out to be true then it is better to be safe than sorry.
