At least in most Los Angeles area casinos, an ace on the turn or river and the 5th card jack or lower would trigger the jackpot...aces full of tens beaten by quads. Since the pp is not that likely to stack off, depending on the size its not a bad strategy to check down out here. In addition the only advantage to fixed drops in LA is that the jackpot dollar is already dropped on the flop, hence no minimum pot is needed for the jackpot to trigger.
