problem is that if you call here. And UTG+2 pushes the turn, you will have a hard time getting money from UTG.you either reraise and show a lot of strength or you call and miss value from UTG.

That's why I think I will raise the flop here and also because it's usually the best option with bottom two pair.
Most of the time I think that hand is too vulnerable to slowplay at 25NL and enough hands call you on this board to get some action.

So, imo it's a reraise to 4$ on the flop.
