I don't care if a cop smokes/eats weed, but if he's confiscating people's weed, and using it, he's a [censored] complete cockbag. Of course they aren't going to do anything to him, cops are all cockbags.
A cop abusing his position in any way should be a minimum one year actual jail time, and he should never be allowed to hold a government job again.
