Yes, you have the right to ask to see his hand even if he mucks. Make sure that the hand is clearly mucked first though (usually in a casino the dealer will tap it against the muck pile to show that it is dead) in case it turns out to be the winner when it is shown.

If its the winning player asking to see the hand most houses rule the hand is still live. Which is great, because there's no better feeling than seeing someone misusing IWTSTH and then getting screwed out of a pot because of it.
