This a hard spot. You find people that never believe a SB raise, like your in a tournament and trying to steal his BB. However, you say you haven't seen anything out of line from him.

What is your table image? Have you consistantly raised his BB?

i'm probably playing something like 23/19/4. been raising his bb lots cuz even though he's TAG he's not all that good.

If you have been raising his BB alot, then I believe that opens up his range alot. Therefore I would shove... You may be able get QQ and below to fold... if not you got outs. If he has KK or AA.. you could hit your back door flush, but you will most likely lose.
