This a hard spot. You find people that never believe a SB raise, like your in a tournament and trying to steal his BB. However, you say you haven't seen anything out of line from him.
What is your table image? Have you consistantly raised his BB?
based on the answers to the above questions. I think you could shove, or check/fold.
