Because you are leaving your DSL/cable router on at all times and therefore when the DHCP lease is up, it automatically renews to the same address. Even if you reboot it its going to grab the same address as it is within its lease period.
If you left the router off for a few days then yes, you would probably get a new IP address - but even then that would rely on a number of other things.
The DSL/cable modem is where the IP address is assigned, not your computers, so that is why both report the same IP address.
