Had the university detectives/security determined from the 7:00 o'clock crime scene that it was conclusively a double homocide rather than murder/suicide, then they are at fault because a double homocide seems like something that you should let the community know. If that was unclear, they may have felt that it was a self-contained event, and obviously they cannot predict the future. just thinking it's better not to blame these people necessarily before getting all the facts first
