It is possible, but you aren't going to gain a lot of muscle mass on a caloric deficit. That isn't really the argument though. Gaining muscle while losing fat is very difficult to do.
My general beef was with his advice that beer, pizza, etc are better foods for building muscle than water, chicken, etc. THAT is horrible advice, no matter how much he tries to save it with his last paragraph.
