Isn't it obvious?
If you raise the flop when he cbets, you are risking the size of your raise. He calls/reraises if he has a monster, folds if he doesn't. If you float, he check/folds the turn and you take down the pot without risk(because you are assuming 1/2-full pot bet will almost guarantee he folds and that he wouldn't check the turn on any reasonable hand)
