Offshore online gambling is technically illegal in mainland China.
PartyPoker (PartyGaming) is voluntarily blocking itself from China while it negotiates for a license with the Ministry of Finance and the China Welfare Lottery adminstration.
The China Ministry of Information Industry (MoII) is blocking IP traffic to 888.com (Pacific Poker) because 888.com got a little bit too aggressive with its ambush marketing last Autumn when 888.com signed Mandarin Chinese-speaking snooker sensation Ding Junhui (who competes in the UK) to a sponsorship contract and 888.com launched a version of its website in Simplified Chinese.
FullTilt, PokerStars, UB, etc. are all currently "flying under the radar" so they are not being blocked by the MoII.
