It has to do with the tribes not having compacts with the state to allow class III gaming. As noted in some of the posts in this thread the Seminoles have filed court papers in an attempt to force the the Florida government into negotiating a compact.

Nerd facts. The Seminole Tribe (Florida) is one of the few tribes not to have a treaty with the Federal Government. The Seminoles also started the Native American movement into casino gaming with the case Seminole Tribe vs. Butterworth (1979. Google that one for more info.
