edit to add: I have gotten a couple of PMs about this. Typically there will be a carpet in the casino with some sort of colored path on it. This is where those under 21 should walk. They should not wander into gaming areas.
another edit: I have decided to unlock this. I want to remind everyone that we do not discuss underage gambling or other illegal activity in this forum. I have received word by PM that they do this differently in other jurisdictions, so if someone wants to add somethign along those lines feel free.
