There are a lot missed draws he could be betting, if he had the 9, wouldn't he raise the turn.
I'd call, but I'd lean heavily on a read here. Could he be bluffing? Would he play his OESD or Flush Draw this way? What does he look like? What was his reaction when the river card fell? How did he put his chips in the pot?
