If he has a hand he'd put more then one bet in with on the turn, he's probably 3-betting the flop. c/r'ing the turn tells him you have a monster. If you c/r the flop, he will often call down something weak believing you could be on a bluff. In other words, c/r'ing the flop let's your opponent make some big mistakes. Waiting for the turn allows him to play correctly a lot by either checking though or bet/folding. Therefore, c/r the flop.
