Chairman Wood answered all your questions well. I just wanted to add that I looked up your address and it is about 6-8 blocks south of the Recoleta Cemetery. You are only a few blocks from 9 de Julio. I've never really been in that specific area, but I believe it is technically Recoleta though it may be a bit nosier than other parts (comparable to Barrio Norte probably).
