Good observation. 140 pardons were handed out on Clinton's last day.

Dubya pardoned less people as governor of Texas than anybody since the 40s and his daddy has one of the lowest number of pardons in presidential history. Smart money is on him continuing his very slow pardoning rate through his last days in office.
