Actually having 32493497694376 of the same form letter would be quite effective. It doesn't matter that they all say the same thing, its that politicians see that there are a lot of people who care about an issue. They realize that one group is behind all of the letters, but in submitting a multitude of letters that group has proven that it has some political muscle and ability to mobilize voters.

This is the way groups like MoveOn.org and Focus on the Family and whatever other groups on either side of the aisle work. If a politician gets many letters on issue they will take it into account.

The real problem here is that we can't get 32493497694376 people to send a letter to Congress. But if we could it would be absolutely effective.
