Its definitely close since you have the Ad and the Qd is on the board. His limp, minbet, minraise line is really odd... I have no idea what to make of it from a typical 20/180 player but I really do not think thst it is a flush draw.
I guess it could be KQ but why would even a bad player think of playing KQ like this? Likewise for a midpair hand, why would he want to build the pot against you OOP?
I can't put him on a hand that you beat. I like the fold
