This is a prime example of why I hate Poker Players. You want your way, and the second that someone says no, you complain.

You make a few assumptions. Let's address some.
1) Many dealers had nothing to do. How do you know this? Just because you see a bunch of dealers standing around, that doesn't mean that the room has extra dealers. They could be on break. Even if a dealer is on break, it doesn't mean that they always leave the room. Some of them just wait around. And although they would rather be dealing, you have to have someone on break in order to push the strings.

Many tables were empty. Just because a casino has empty tables, doesn't mean they want to open them. Opening one more table could require an extra floor supervisor to stay on, as well as keeping a dealer overtime. Add the fact that its not a normal game, and the fact that its not very profitable (which is why they dont spread it) it may not be worth the casino's time.

I love how you throw the fact that you are a loyal regular into the mix. You're playing a 4/8 game. You want special treatment and the 2/4 players want comped suites. If it was convenient and profitable for the casino, then the casino would run the game. If the floor person says no, she's doing her job and making a decision. So you cry about it.

Maybe the room doesn't even have the gambling commision approval to run the game. There could be a hundred reasons why they aren't going to run the game that they would never let you in on.

Don't like it? Don't waste our time by crying about it. Go play somewhere else.
