If you say raise you can put out the bet and go back for the raise...ONCE
You dont count chips in front of the cards, if you do what ever hits the felt that is in your hand is the raise (assuming it is enough to be a raise).
However, if he brings out chips and as he is counting them out says "100" and only has 50 in his hand then he is allowed to go back to his stack.
Rules vary from casino to casino so its sure to differ from home game to home game. Establish rules and follow them from here on.
