instacall because you've underrepped your hand. If you had bet turn and got raised, called to house up, and then block bet the river then got raised again..then i fold..because you are showing strength on all streets (though a block bet is correctly seen as weakness by some players - but you mentioned hes average..so i dont think hes just raising a block bet on the river with any two)...and he is STILL raising you...so then i fold.
