There might be one potential scoop hand using 2-7 rankings: 2345A. As ace-high it beats some pair hands for low and as the 5-high straight it beats some busted trip draws or flush draws.
But I agree that triple draw high/low isn't a very good game. Even played A-5, low hands won't make straights or flushes that scoop very often. If people are drawing for high at all the winning high hand is likely to be quite strong.
Maybe it it was played with 6 cards instead of 5...
