Because in the beginning of a $4 180 people will call any raise, with any trash.

Get as much in the middle as soon as possible. The more you raise preflop, the more they think you're bluffing.

Raise more preflop, bet at least 1/2 pot (2/3 pref) on the flop.

Also, pre-flop you had an UTG raiser so you need to make sure you raise more than just the normal 3-5x as you have someone who's shown strength and you don't want to give the blinds odds to come along for the ride - AA is very strong 2-handed but 4-handed it can get you into some difficult spots
