Imposing conditions on provision of a free service is not 'forcing'.

Also yes. The state should IMO be able to violate certain aspects of individual freedom for the sake of public health. Disease control is a social issue; an individual who refuses vaccines for common illnesses is making a choice that impacts negatively on everyone.
